PEPPOL

What is Peppol?

Peppol (Pan-European Public Procurement OnLine) is a European, secure network that enables companies and governments to exchange electronic business documents—such as invoices—in a structured, secure, and fast manner. Peppol uses fixed standards (such as UBL and Peppol BIS 3.0) so that invoices can be automatically processed by accounting software, without manual work or error-prone handling.

What does the new obligation entail?

From January 1, 2026:

  • Every Belgian VAT-liable company must submit its B2B invoices electronically via the Peppol network.

  • A regular PDF via email will no longer qualify as a legally valid invoice. This also applies to companies that invoice only occasionally or operate as a side business.

  • Receiving companies must also be able to receive e-invoices via Peppol. Even if a company only needs to receive invoices, it must be correctly registered on the Peppol network.

Who is subject to the obligation?

 

  • All Belgian VAT-liable companies, regardless of size, number of invoices per year, or legal form (including non-profits with a VAT number and patrimonial companies).

  • Both suppliers and customers must be ready for the Peppol system.

  • The obligation does not apply to outgoing invoices for purely private customers, but these companies must still be able to receive Peppol invoices from suppliers.

Practical implications

  • Invoicing software must support Peppol; many Belgian accounting programs already offer this compatibility.

  • Invoices are processed automatically, faster, and more accurately, promoting error reduction and efficiency.

  • Companies that do not comply risk administrative fines from the first violation.
